Does wave-C of a Triangle always take more time than A-wave OR can it sometimes take less time than A-wave?

Answer:

The answer depends on what kind of Triangle is forming. If a contracting or expanding Triangle is forming, wave-A will always take less time than wave-C. If a neutral Triangle is forming, wave-A is allowed (but not required) to take more time than wave-C.
